What does the P0003 Fuel Volume Regulator Control Circuit Low mean?

The P0003 code is a generic powertrain diagnostic trouble code (DTC) that indicates a range or performance issue within the Fuel Volume Regulator Control Circuit.

The Fuel Volume Regulator (FVR) is responsible for controlling the pressure and flow of fuel within the high-pressure side of the fuel system. It ensures that the correct amount of fuel is supplied to the injectors based on engine demand.

When the P0003 code is triggered, it means the Engine Control Module (ECM) has detected low voltage or low signal input from the fuel volume regulator control circuit.

This usually happens when the circuit voltage drops below the expected threshold. Common reasons include:

When the P0003 Triggers?

The P0003 code indicates that the Powertrain Control Module (PCM) has detected a fault in the Fuel Volume Regulator Control Circuit.

In modern common-rail diesel and gasoline direct injection systems, fuel delivery is precisely managed through two sides:

  • Low-pressure side: Includes the fuel tank, lift pump, filters, water separator, bleeder valves, and fuel lines.
  • High-pressure side: Typically includes a high-pressure fuel pump and fuel rail that supply the injectors.

At the heart of the high-pressure system is the Fuel Volume Control Valve (FVCV), which is mounted on the high-pressure fuel pump. Its job is to regulate the volume of fuel entering the pump’s high-pressure section, based on the engine’s current load and speed.

The FVCV is a duty-cycle controlled solenoid, operated by the PCM. One terminal of the solenoid receives battery voltage, while the PCM controls the other terminal by switching it to ground at precise intervals.

Together with the Fuel Pressure Control Valve (FPCV), the FVCV maintains the correct fuel supply and pressure. The fuel pressure sensor continuously monitors system pressure and provides feedback to the PCM for closed-loop regulation.

When the Engine Control Module (ECM) has detected that the signal from the fuel volume regulator is low voltage or low signal input, it stores code P0003 and turns on the check engine light.
